Public Agency Membership
Public Agencies, including Washington State cities, counties, and special purpose districts, join MRSC Rosters because the service saves agency staffing and financial resources by providing full maintenance of both their small public works roster and consultant roster for a nominal annual membership fee.

Registration Process
Public Agencies may submit the MRSC Rosters Contract and membership payment at anytime, after internal agency obligations, such as adopting a roster resolution, have been fulfilled. The MRSC Rosters service however, cannot be used by the agency until after MRSC posts a legal notice on their behalf in January or June.

Annual Membership Fee
The Public Agency annual membership fee, which includes the biannual legal notice, is based on the Public Agency's Total Capital Expenditures for the most recent complete fiscal year or an average of the past 5 years if the most recent complete fiscal year has unusually large projects. Total Capital Expenditures for cities are the total of BARS code lines 594 and 595 and similar BARS codes for other public agencies. Hosting of Small Public Works Roster and Consultant Roster
MRSC Rosters is a package service, which means that public agencies contract MRSC to maintain both their official small public works roster and consultant roster. Due to the combined legal notice posting format and how businesses register in the database, it is not possible for MRSC to offer maintenance of only one roster to an agency. Note that MRSC does not offer a vendor roster for product sales, vehicle repair or other non-small public works or consulting goods or services, so if it is the responsibility of the agency to maintain vendor information independently of MRSC Rosters. Annual Roster Legal Notice
MRSC posts the required legal notice biannually on behalf of participating Public Agencies in order to announce that participating agencies may be utilizing rosters during the year and that eligible businesses can apply to the rosters at any time. If a Public Agency decides to post an additional legal notice, such as in their designated official paper, it is important that they direct interested businesses to MRSC Rosters.
Business Registration, Verification, and Renewal Support
Businesses may apply online at anytime and have the convenient option of joining multiple rosters in one renewable application. It is free for businesses to apply to one or multiple agency rosters, using the default Basic Membership, however they also have an Enhanced Membership option. A year from the date of activation, a business must renew their account, confirming that all information is current. MRSC begins sending the account contacts reminder emails one month prior to their expiration date. If the business fails to renew their account will be removed, however they may re-activate the account by contacting MRSC and renewing.
