Legal Notice Postings
The statutes for utilizing a small works and/or consultant roster system, as an alternative to advertising for each project, require that a public agency post a legal notice annually in a publication of general circulation to their jurisdiction in order to announce that they will be utilizing a roster system and that eligible businesses can join at any time.
MRSC posts on behalf of participating public agencies in January and June of each year, which meets the statutory requirement of posting within the year of roster usage even if a public agency joins between postings. Note that if you have a local ordinance requiring you to post in a small local newspaper or your official newspaper, it is your obligation to fulfill or amend that ordinance.
Washington Department of Transportation (WSDOT) approves MRSC's advertising on behalf of all MRSC Rosters public agency participants as sufficient to meet WSDOT advertising requirements when using federal funding. Also, because WSDOT advertising standards are used by the Washington Transportation Improvement Board (TIB), MRSC's advertising is sufficient to meet TIB requirements when using federal funding.
