The Washington State statutes for utilizing a small public works roster or consultant roster, as an alternative to advertising for each project, require that a public agency post a legal notice annually and prior to using a roster. This notice must be posted in a publication of general circulation to the public agency in order to announce that they may be utilizing rosters and that eligible businesses can join their roster at any time.
MRSC fulfills the Washington State statutory requirements for roster legal notices by posting on behalf of participating public agencies biannually, in January and June, prior to their roster usage, in newspapers of general circulation within the county where the public agencies are located. A public agency may not begin using MRSC Rosters until after the legal notice has been posted on their behalf in January or June.
If a public agency has a local ordinance requiring a posting in an official newspaper, different from the MRSC designated paper of general circulation, then it is the obligation of the agency to fulfill that publication requirement or amend that ordinance.
The MRSC Rosters biannual small public works roster and consultant roster legal notice is approved for use on projects receiving federal funds from WSDOT's Highways and Local Programs division. It is recommended that you include the below WSDOT approval letters and a copy of the MRSC Rosters legal notice in any WSDOT grant applications.
